Bishop Anthony B. Taylor will dedicate the Arkansas Memorial Garden for the Unborn at 2 p.m. at the Life Center at 1515 S. University Ave. Rose Mimms, director of Arkansas Right to Life and designer of the garden, will also speak along with Joe Barnett of Little Rock Land Design and Carrie Jones.
